This might seem a ridiculous question but where can I buy Activation? I have already asked somebody else in game but they said that it can be bought on the General store. When I checked, it only sells refreshers and vital drinks. I have already searched all npcs and yet I can't still find it.

Because it hasn't been put into the game yet or the item mall you'll just have to wait till they add it.
